I have the honour to report that the Members of the Chinese Staff of the Fire Brigade have again complained to me of the insufficiency of their pay and begged of me to recommend an increase in their wages.
As this is not a new application I beg once more to bring their case forward. In my memorandum No.145 of the 8th June last I forwarded a memorial from the Chinese members of the Brigade asking for an increase of pay, but said that I would make no comment on it because if the question of an increase to them were gone into it would involve an enquiry into the pay of the whole Service.
On the 22nd of June last, however, I reported in accordance with instructions received in your Confidential Circular of the 13th June last on the pay of the Chinese members of the Fire Brigade in common with the employés (except Police) in the Police Department, and in the Gaol.
In that report I recommended that the pay of the watchmen
