Mr. Malsch was no doubt continuously in the service of this Government. He was Assessor under the Rating Ordinance.
I see Government Notification 504 of 30.8.84, p. 698/Gazette. I find he signed the Assessment Books for † of 1885 and for the years 85/86 and 86/87.
As regards paragraph 4, not knowing anything about the matter professionally, I can only say that his designation not being in the Schedule to the Pension minute, he does not appear to be entitled to the 2 years.
What his designation was when he re-joined the Public Works Department is immaterial.
