With reference to your despatch No. 74 of the 23rd April last, I have the honour to forward for your information a copy of a minute by the Colonial Treasurer, from which you will observe that Mr. Malsch's service under this Government was continuous.

2. With reference to paragraph 4 of your despatch, it appears that Mr. Malsch, although he entered the public service in the capacity of a clerk of works, was practically Assistant Engineer, and was duly qualified to perform the duties attaching to a professional man of that standing.

3. I understand that Mr. Malsch is an A.M.I.C.E., and I have no reason to doubt that his professional qualifications entitle him to the two years addition to his pension for able service for the professional qualifications inserted in his Certificate.
