I should like specifically to call attention to paragraph 16 of the Report.
The evidence, ascertained in (1) this paper, (2) the Sanitary Reports in 1892, (3) the W.O. letter (1893/57), and (4) the Insanitary Properties Commission Report shows that somehow or other the sanitary condition of things has become deplorably bad, and must be vigorously dealt with, lest Hong Kong become a "culture-bed" for disease.
Acknowledge 14378; say that these reports, with that in 1893/92, clearly show that the same Hong Kong has much to do, especially in regard to overcrowding, and ask the Governor to carefully consider what measures are necessary, and what powers should be given to the Sanitary Authority to remedy this state of affairs by legislation.
At the same time, writing as proposed CAM to FAC/10 regarding the bill mentioned in Dr. Clark's report, which was promoted by the Sanitary Board but not passed into law, and refer also to the despatch as to the constitution of the Sanitary Board (22189/96). Send out a copy of 1893/57 with the first enclosure. Say the subject is difficult and important, and that we would ask him to give it his most careful consideration as soon as he can find time to do so.
