This report shows that in the
surface overcrowding is a minor matter, and
house overcrowding
does exist. There
has been a draft Ordinance before the Legislative Council, which had not become law by June 3rd last, which the Medical Officer of Health thinks would
go some way towards remedying. I admit, however, that in view of the serious state of things that undoubtedly exists at Hong Kong, the whole question of the Sanitary Authority and its powers should be carefully and thoroughly
and exhaustively reconsidered. I do not think that either question can vary
