The Committee note that the Gymnastic Instructor has been struck off for the past two years on the score of economy. Economies of this nature can only be effected at the cost of efficiency.

All charges for repair of arms caused by fair wear and tear, inclusive of cost of conveyance to and from Birmingham being borne in Great Britain by the Government.
c. Ammunition. It is of the very first importance that no economy should be attempted under this heading. At present every round of ammunition expended has to be paid for out of Capitation Grant. In Great Britain very liberal allowances of Gun and small arm ammunition are made by the Government. The Committee strongly recommend that a similar method of dealing with Ammunition be adopted here.
