The paper before the C.D.C. at present marked "Guns" previous to this is the despatch in which the advisability of the re-armament of the Artillery Corps was discussed.

These guns were brought forward. Since the presentation in 1883, the situation has been materially altered. I refer to Section 10 of the Report of the Committee on Military Contributions (16889/89), wherein it was laid down that "Every application... for this kind of assistance should be transmitted to the War Dept. through the S-of-S. for the Colonies, and be dealt with on its merits."
