I recommend that the salary of an additional Assistant Engineer on $2,328 per annum be placed on the Estimates for 1,900, as such an appointment will probably become necessary in connection with the extensive works being undertaken in the New Territory.
I annex a tabular statement showing the present staff of the Department and that proposed for 1,900, shewing that the proposed changes cause less increase in the Estimates than would the appointment of one additional Assistant Engineer.
