Government House, HongKong, 4 June, 1899.
737 Enclosure
I have the honour to transmit the enclosed copy of a memorandum by the Director of Public Works relative to the re-organisation of the staff of his Department consequent upon the retirement of Mr.O.O.Malsch, late Superintendent of Crown Lands, and in view of additional requirements in connection with the New Territory.
2. The principal changes recommended by Mr.Ormsby are
(a) that Mr.Gibbs, Assistant Engineer, should take up the general supervision of Mr.Malsch's sub-department on a salary of 3000 dollars a year. He will, I understand, continue to perform the duties of Assistant Engineer in conjunction with his new duties. You will recollect that the Retrenchments Committee recommended that the office of Superintendent of Crown Lands should be abolished when opportunity occurred; but for the reasons stated by Mr.Ormsby I consider that a superior officer should continue to supervise that sub-department.
(b) that the salary of Mr.E.M.Hazeland, Assistant Engineer (Salary $2528) will be increased to $2088: but until then there must be some arrangements proposed being submitted. The cost of the present establishment will be a slight saving.
...yet another Art Engineer... when that appointment is made...
1. I think we will be increased & ...but until then there must appear there arrangements proposed being submitted on the Estimates, but that no defect is on that distinctly way they with T.C.M. Schilton corresponding the Staffs consider them in connexion with the Estimates as a whole.
