I should have supposed that there could have been no question that the public buildings in the leased territory should be paid for.
But perhaps we ought to ask C.O. what was done in the case of Wei-Hai-Wei.
(The "building" will probably not be very valuable).
Although the Japanese maintain a lighthouse on Gap Rock, which is, I believe, on the Chinese side, it is, I submit, highly improbable that the Chinese will reciprocate this little attention.
