increment might be considered when the results of his work in
the Postal Department can be fairly judged, say 2 or 3 years
hence.

In the statement in paragraph 6 of
his letter, I think Commander Hastings is mistaken. I am not
aware that any increase of the emoluments of the Postmaster-
General payable from Colonial funds was ever contemplated.
Those emoluments amount to $370 a month and exchange compen-
sation thereon at the average rate of 25 per cent, or about
$460 a month. He receives in addition £100 sterling a year
from the Imperial Government, or about $87 a month at the
current rate of exchange, and it is probably upon the combined
emoluments payable from the Imperial and Colonial sources
that Commander Hastings' mistake as to the salary of the office
payable from the latter was based.
5. I may, however, add that the sterling
allowance is granted for work in connection with the Postal
Agencies at the outports, and is liable to be withdrawn in
the event of those Agencies being abolished. It is, moreover,
non-pensionable.
6. These facts should be mentioned in
connection with my remarks above regarding Commander Hastings'
request for an increase of pay.
