Sir,

With reference to paragraph 4 of your despatch No. 62 of the 14th April last and to my despatch No. 121 of the 26th ultimo, I have the honour to transmit for your consideration the enclosed copy of a letter from Commander Hastings relative to the restrictions attached to his appointment as Postmaster-General in this Colony.

2. Commander Hastings in paragraph 2 of his letter touches upon the question of leave in the event of his being required to undergo a course of training in Postal work, when he next returns to England. This point will merit favourable consideration when the time arrives. He further requests the removal of the restriction debarring him from acting appointments during the next five years.

3. As regards Commander Hastings' alternative request for an increase of salary to compensate him for being debarred from acting appointments, I consider that if that limitation is not removed or modified, the question of increment
