for him, on his return, fresh from first-hand study of GPO methods, to be immediately given an Acting Appoint-
ment elsewhere. As to his request for full pay if he works at the G.P.O. when he comes back from leave, refer to the rule laid down in the case of Mr. Badeley; and refuse it.
I do not think we should for a moment consider the supposed financial grievance: Commander Hastings is, after all, a bit of an acquisition in the HK service and has received very substantial promotion - his salary as Harbour Master being $3,000, and his salary as $6,950 + £100.
It is also worth noting that in similar circumstances, Mr. Badeley was refused full pay. (See letter on 12089/9).

[If ever the £100 paid to him by the G.P.O. is withdrawn, we will reconsider the question of his salary.]
I think he ought to be told that the conditions under which he was offered the appointment cannot be modified.
This should be in line with the general rule that was laid down that full pay was not given to Colonial Officials who spent a portion of their leave in acquiring knowledge connected with their official duties.
The case of Mr. Ladds is similar; he was given extra pay, but it was half pay, and he entered with 2393/90.
