Your Excellency.
I attach a copy of the message which I sent to Your Excellency by telephone this morning and of the letter from Lt. Col. The O'Gorman on which my message was based. In accordance with Lt. Col. The O'Gorman's suggestion I wrote a memorandum to the Inspector in charge at Ping Shan, of which I attach a copy.
If German Missions in the province of Kwong-Tung are in danger, Mr. Schaub should report the matter to his Consul in Hongkong or Canton so that he may make any representation he considers necessary to the Chinese Authorities.
(S.) J.H.Stewart Lockhart.
Colonial Secretary.

P.S. Perhaps it might be well to send a copy of that portion of Mr. Schaub's letter referring to German Missions in Hongkong to the Consul for Germany.
(sd.) J.H.Stewart Lockhart.
Hon. Col. Secy.

I have written to Consul at Canton. I do not think it desirable to call for German intervention on our borders.
