Re-armament of Field Battery

I explicitly lay down the recommendation that flogging should be

inflicted with no instrument other than the birch in any

case whatever; that the maximal

number of strokes inflicted should

not exceed twenty;

that where the Superintendent has dealt with

the case above the maximum number of

strokes should be twelve;

that at all floggings the Superintendent

should be present.
