Sir,
I have the honour to report that in my opinion the Executive Officers of Police can no longer, in view of the large increase in their duties occasioned by the acquisition of the leased territory, devote so much time to the Gaol as they have done in the past.
As far as the Captain Superintendent is concerned, the most he can undertake are the duties of supervision laid down for the Superintendent in the revised Gaol rules sent you on the 12th instant.
The Deputy Superintendent will have largely increased duties of inspection, drilling of recruits, trying of defaulters, and work in connection with the Police Store occasioned by the large increase to the numbers of the Police Force and the extended area to be policed & visited, and in my opinion the efficiency of the Police will suffer if he is not relieved of his duties as Assistant Superintendent of the Gaol.
It is true that an additional Executive Officer of Police is to be appointed but I beg to point out that in my memorandum of the 13th December 1897, containing recommendations to prevent corruption in the Police Force, I recommended the creation of an additional appointment for an Executive Officer quite irrespective of any increase to the Police Force or extension of the area to be policed which were not at that time even thought of.
