and the members of the Executive Council, whom I have consulted in regard to his appointment in that capacity, are of opinion that under the supervision of the Superintendent, who will make a weekly inspection of the Gaol, Mr. Craig should be appointed Assistant Superintendent in Mr. Badeley's place.

As Mr. May points out, the increase of the Police Force consequent upon the extension of the Colony renders it impossible for the Deputy Superintendent of Police to attend to prison duties, and it may be necessary hereafter to relieve the Captain Superintendent of Police from those duties. Until this latter necessity actually arises, however, I consider that the arrangement herein proposed will work satisfactorily. As regards the appointment of an Assistant Superintendent of Police recommended in Mr. May's memorandum of the 16th. December, 1897, which formed an enclosure of General Black's despatch No. 86 of the 11th. March, 1898, I do not propose at present to recommend any such appointment until I am better able to form an opinion of Police requirements for the New Territory.
