From Viceroy and Governor May 27th 1899. Sir,
For many years the relations between Chinese and English have been cordial and all questions have been dealt with according to Treaty.
But now the British Government has suddenly sent soldiers to occupy Kowloon City and Sham Chun and has forced the civil and military officials and soldiers sent there at your request to preserve order to take themselves elsewhere.
