I beg to point out an objection to the erection of forts on Kulangsu which may have escaped your notice. Kulangsu is the place of residence of a cosmopolitan European community, and being unfortified is not liable to attack, would in time enjoy immunity "from" the chances of war. The erection of a fort on Kulangsu would change this pleasant state of things; the lives of foreigners would be imperilled; and the Chinese government might be called upon to make compensation for all losses sustained.
Was not Woosung ordered to be dismantled when recently it became a Treaty port by the arrangement between the Government of England and China? In this case, should China become embroiled in hostilities with any foreign Power, the lives and property on Kulangsu would be exposed to bombardment.
I bring this question to your attention in the earnest hope that we will be able to avert the danger.
