make good the one month's deficit in duties and likin at these
two places. I have now instructed the Commissioner Po (
(Brazier ?) and the Deputy Commissioner Pai () to co-operate
with the Deputy Chang Chi ( ), and proceed to the spot
with a view to the adjustment of Customs affairs. They are also
instructed to ascertain at what places Customs Buildings should
be erected for the prevention of smuggling.
I beg that you will request the Governor of
Hongkong to render every assistance, so that friendly relations
may be maintained.
