Your Excellency.
I am informed by the Assistant Manager of the Wing Kat Store in Taipo Market that people are removing from the Fat Heung District in anticipation of another armed attack on the British and natives of that district by men from the Tung Kun District in Chinese territory. I am sending a messenger today to the district in question to make inquiries & will report further by telephone as soon as the messenger returns this evening. Whether the information is correct or not, it shows the necessity of having troops stationed near the frontier as previously recommended by me in order to inspire the inhabitants in the territory with confidence & to prevent the ingress into the newly leased area of bad characters from China.
