department, no parcel either ordinary or insured has been lost or stolen and only one registered letter lost. The letter I refer to was lost sometime in May 97. I then had the delivery system considerably altered and up to the present there has been no further loss unaccounted for. I have also by my suggestions considerably increased the revenue. I refer to the alteration in the registration fee for Local letters, the alteration in the fee paid for an acknowledgment of Delivery and the readjustment of the Insurance Fees on parcels posted at this office for Continent of Europe etc. Some idea of the increase in revenue (owing to the above mentioned alterations) may be had by working on the returns for 98 (attached) by doing so I find that the increase amounts to fully $8000 per annum.
In conclusion in view of the long hours and heavy responsibility entailed on me. I earnestly hope that His Excellency the Governor will consider that my salary is disproportionate and inadequate. I venture also to point out the absolute necessity for my residing close to the office situated as it is in the heart of the business quarter of the city where rents rate even higher than in the suburbs and sincerely trust that a reasonable lodging allowance may be granted to me in addition to such rise in salary as His Excellency may deem just & proper,
