During the sorting of a contract mail his duties are.
1. To see that all clerks are present.
2. To supervise, and occasionally join in newspaper sorting enforcing care on the soldiers and junior clerks.
3. To see that the newspaper bins are cleared within 24 hours, or, in the case of the American mail, at once.
He will have entire charge of dead letters, except opening them which will be done by the Postmaster General.
