All clerks off duty attend at the General Post office at all times of the arrivals or departures of contract mails.

On Sundays and holidays two clerks attend at the General Post Office from 8 to 9 a.m., and one at the Branch Offices. At the General Post Office also on holidays one clerk attends at 4.45 p.m. to receive bags of Chinese letters for despatch to Canton closing the mail at 5 p.m. One clerk attends on ordinary days at the General Post Office at 5.45 p.m. to clear the Drop Box deal with the mails that may have arrived and prepare the 6 o'clock delivery.

Appendix B gives the hours of attendance for the month of March.

The average daily hours of attendance taking six whole days a week are for the General Office 7 hours, Registration Branch 8, Branch Offices 7, Money Order Office 6.

Curiously enough the seniors work much longer hours than the juniors, the usual order of things the best paid men doing the least work being inverted, emphasizing the fact that will be drawn attention to later, that the bulk of the staff have no sense of responsibility or take anything approaching to a pride in their work, but like children run away regardless.
