With reference to your despatches marginally noted, I have the honour to transmit for your information and consideration the enclosed copy of a report by Commander Hastings containing certain recommendations for improving the working of the Postal Department in this Colony.
2. Dealing generally with that report, the points that are brought into special prominence are:-
(a) The inadequacy of the accommodation available in the present building for the Postal requirements of the Colony.
(b) The numerical insufficiency of the Staff.
(c) The inadequacy of the salaries attached to the junior clerkships in the department, having regard to the qualifications required and the long hours of duty.
3. As regards the first mentioned point, I have urged in my despatch No.116 of the 16th instant the necessity of an early commencement being made with the building of a new Post Office, and suggested that provision should be made in next year's Estimates for this and other pressing needs.
