In view of the fact that the Postal Revenue has increased from $192,000 in 1894 to $337,000 and $206,000 in 1898, and that the Estimate for 1899, after making a liberal deduction for the loss due to postage, is over $300,000, I think we should sanction these proposals, subject to certain modifications. They may lead to additional expenditures, apparently of about $11,000.
I think the initial salary of $200, rising after ... years to $450 is ludicrously small. Apparently the other Departments generally start at $480, and I cannot understand ...
