I have the honour to acknowledge the receipt

of your despatch No.62 of the 14th.ultimo and to state that I have communicated to Commander Hastings and Mr.A.M. Thomson the terms upon which you have approved their appointments to be Postmaster General and Treasurer respectively.

2. As regards Mr. Thomson, I enclose for your consideration a copy of a letter addressed by that officer to the Colonial Secretary asking for a re-consideration of the conditions attached to his appointment as Treasurer, and I have only to observe with reference to that letter that from Commander Hastings' report on the Post Office, a copy of which is forwarded with my despatch No.

122 of this date, it would apparently have been impossible under existing conditions for even a trained expert in postal matters to have produced satisfactory results and to have avoided public comment of an unfavourable nature,

I would also add that I have nothing but the highest commendation to give as regards Mr. Thomson's work as Treasurer, and I strongly recommend his application to be allowed
