Telegram of 21st May. If Sham Chui is to be retained, it's occupation changes the conditions necessitating, in my opinion, the general holding of the road from Budder's Bay with practically all the villages of the valley. Inhabitants seem quite friendly, no complications threaten Hongkong.
As the valley could be held with present forces. Our flag has been hoisted at Sham Chui & the people seem contented. Though I preferred the boundary, I do not see how we can now retire behind it.
