I, J. Tang On of Victoria in the Colony of Hongkong, do solemnly and sincerely declare that on the 23rd day of August 1894, I succeeded Wong Kam, who was formerly a detective in the Hong Kong Police Force and who died, as Head Excise Officer of the Have Fuck Opium Farm.

In September 1894, I went to see Inspector Quincey in consequence of a message brought to me by Hs Fat, one of my Excise Officers, in his quarters in the Central Police Station. Inspector Quincey said to me that Wong Kam used to pay him $30 a month and that I must pay him the same. I said I would go and see the opium smugglers about it. I did so and arranged with the smugglers that they should pay me a cheque as bribes for the Police over and above the $85 paid to the Farm on each chest smuggled.
