The first occasion was about two months after I had joined as Chief Chinese Excise Officer. I believe it was in August 1896. The last occasion was during July 1897. On each occasion I distributed the money to the same persons and in the same amounts. On each occasion Inspectors Stanton, Quincey and Corcoran got $50 each, receiving in all $400 each. Sergeant Holt got $25, receiving in all $200. Lo Cheung, Yu Po, and Chung Tung got $15 each, on each occasion $120 each in all. Yeung Fat, Tang Chung, Wong Pun Tak, Leung Shing, O Mi Cheung, Chu Fung, Chu Kwai Lam and Wong Hing Cheung got $10 each on each occasion or $80 each in all. Each of the others got $5 each on each occasion or $40 each in all. The Sergeants got $15 each on each occasion, the Detectives $10 each and the constables $5 each. They were paid according to the threats they made of reporting the matter.

I feel sure Inspectors Stanton, Quincey and Corcoran and Sergeant Holt got their hush money because they used to greet me so warmly and were so friendly whenever I met any of them, which was frequently. I also think the Chinese Members of the Force I have named must have got their hush money too, or I should have heard about it through receiving complaints that they had not got their money.

And I make this solemn Declaration conscientiously believing the same to be true and by virtue of the provisions of "The Statutory Declarations Act, 1835".
