I know that Chu Tsai Kam used to pay bribes for the gambling house at Wa Lane to P.S. Lo Tung Chi and various other Constables. I myself saw money paid to Lo Tung Chi on one occasion. It was at the time that Captain Hastings made him do 2 hours patrol. I saw Chu Tsai Kam pay him some money in bank notes. I do not know what the money was for. I know that Fong Lau Ting, a broker, paid to get $1.50 a day.
