I have had under consideration your Confidential Despatch of the 4th March last regarding the probable expenditure to be incurred in connexion with the new territory at Hongkong.

Generally I am prepared to approve the proposals in your Despatch.

As to the opium proposal I see from the minutes and private letters from Mr. Hamilton that we have dealt with it officially.

In regard to the Police, I also approve your proposal to hire three steam launches and am awaiting the further Despatch which you promise in regard to the purchase of launches.
