a Magistracy, and accommodation for officials stationed in the
new territory $48,000.
(2) Roads
including the main road from Kow-
loon to Taipo-hu $86,000.
(3) Three new launches $90,000.
(4) Police establishment $80,000.
(5) Civil establishment $23,500.
(6) Military expenditure in connection with
the suppression of the recent disturbances, $10,000.
To this total of $337,500 should be added a further sum of $30,000 to meet unforeseen expenditure in con- nection with the unfortunate recurrence of plague and rinder-
pest in the Colony.
6. To meet this anticipated additional expen- diture of $367,500 beyond that provided for in the Estimates, there is only the reserve fund of $171,524 referred to in
paragraph 4 of this despatch, but after careful consideration
of the revenue prospects during the present year I have reason to hope that the receipts from Land sales will produce at least $150,000 over and above the estimated proceeds from this source ($200,000) and that the natural expansion of the reve nue (which last year exceeded the estimate by $223,292) taken together with collections from the new territory may furnish a further sum of $150,000.
These results, and I venture to think that I am
not over-sanguine in anticipating them, would leave a balance in hand of $104,000 after defraying the expenditure detailed
in
