With reference to your despatch No. 18 of the 20th January last regarding the question of the rate of exchange at which leave salaries and pensions should be drawn in Japan and India, I have the honour to forward for your consideration the enclosed copy of a memorandum on the subject by the Acting Colonial Treasurer.

2. I concur generally in Mr. Thomson's suggestions as regards rate of exchange for payment of leave salaries and pensions in Japan, and of leave salaries in India, but as regards payments of pensions in the latter country, circumstances are different and require special consideration.

3. For the reasons stated in his memorandum, the Acting Colonial Treasurer suggests that a compromise might be effected by adopting Rs 225 to $100 as the pension rate in India and I am inclined to concur in that suggestion and more especially in view of the representation made in the enclosed copy of a minute by the Captain Superintendent of Police.
