Report on Ordinance No. 11 of 1899.
I have examined the accompanying Ordinance, entitled
An Ordinance relating to Local Committees and Tribunals.
and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
OBJECTS AND REASONS.
One of the main objects of this Ordinance is to establish village tribunals (District and Sub-District Courts) in the new territory for the trial of petty civil and criminal cases.
Parts II and III of the Ordinance provide accordingly for the division of the New Territory into Districts and Sub-Districts: and for the appointment of Committees in such Districts and Sub-Districts.
