The form of this Ordinance follows generally the draft submitted by Mr. Goodman in 27516. The second part of § 3 is, however, new, and seems rather peculiar, since it enables the Governor to bring into operation in new territory Regulations under an Ordinance which may not itself be in operation in that territory.
Should we not suggest that the power given by this paragraph should not be made use of?
§ 4. We have omitted the words "unless the context otherwise requires, or it is otherwise expressly provided;" but this is not a matter of great importance.
