With reference to your letter of the 1st instant, I am directed by Mr Secretary Chamberlain to transmit to you, to be laid before the Marquis of Salisbury, copy of a further telegraphic correspondence with the Governor of Hong Kong respecting the continued presence of Chinese troops in Kowloon City.
It appears that the time has arrived when the Governor should receive the further instructions asked for in his telegram of the 26th ultimo, and that the telegram of which a draft was enclosed in the letter from this office to him, with the date of the 27th ultimo should be sent with the addition that an actual date, say a week from the date of the telegram, should be fixed for the commencement of the blockade, if it is found to be necessary.
I am at the same time sending a copy of a despatch and enclosure from Sir H. Blake with reference to the recent disturbances in connection with the delimitation of the boundaries of the new Territory.
