The above experience is proof that the rates of pay here do not attract men from Home Forces, and if similar difficulty is experienced in getting the recruits recently telegraphed for something will have to be done to render the service more attractive.
It is obvious I think that this is not the time to curtail the emoluments of any section of the Police by compulsory contribution to the Fund, and I strongly deprecate adopting the suggestion of the Secretary of State.
