If a Lance Sergeant joined the fund at 30 and married a wife of 25, he could earn a pension for his widow (if he continued to contribute till he was 65 years of age) of $104.28.

The pensions earnable by the average man are therefore small (for few men rise to be Chief Inspectors).
The pay of the Force is already (owing to low exchange) so low in sterling value that it fails to attract recruits from home. It is with great difficulty that intelligent, well-educated, and well-behaved men are induced to volunteer for service out here.
I deprecate therefore anything which would tend to render the service less popular.
