I have urged him to devote himself to getting the local Executive Council working in order, and I hope to hear in a short time that something has been accomplished.

In the meantime the strain on him and my staff is very great.

The additional work thrown on the Colonial Secretary's Office is very great.

P.S. On reading over my last paragraph, I fear that it does not convey any appreciation of the Energy shown by M. Stewart Lockhart in dealing with the turbulent condition in which he found the district. I think that he has acted with great Energy. I have no doubt that he has tired himself. The entire district was suffering from his reports being received irregularly. This duty was with him, and the arrangements of the details of the administration which he carried out without delay.
