With regard to those outside the leased Territory, this matter does not affect them in any way. Should they in disobedience of the Imperial demands create disturbance regardless of their property and their lives?
The people of any district are themselves and are able to fight. Their conduct is a still more serious danger. I therefore take the liberty to issue a second Proclamation to urge you people to reform your ways and be good and loyal subjects, to avoid involving yourselves in the meshes of the law, lest you should tremble and obey.
