Minute by the Acting Attorney General.
To Colonial Secretary,
I have spoken with the Harbour Master on this subject.
With reference to the recommendation which I have marked (1) in the Board of Trade's letter of the 6th December, 1898, I am quite prepared to concur in it.
With reference to the recommendation which I have marked (3), I am prepared to concur in it, although it appears to be hardly necessary. (The Harbour Master refers to section 191 of the English Merchant Shipping Act of 1894 and the Board of Trade Instructions issued under it.)
With reference to the recommendation which I have marked (8), I am not prepared to assent to such a recommendation.
It is, I think, most desirable that section 22 of the Ordinance should include any seaman who is either brought here as a passenger or is not on the Articles of a ship.
The Harbour Master informs me that it is not
