Sir,
I am directed by the Secretary of State for the Colonies to inform you that, subject to your being passed by the medical adviser of this Department as physically fit for service, he proposes to select you for appointment as Assistant Harbour Master, in the regina Hong Kong, (with salary at the rate of $3,000 a year).
The exchange value of the dollar varies from time to time and is at present about 2s. 1¾d., but you will be entitled to Exchange Compensation Allowance, which is an allowance to make up the difference between the value of your salary in sterling and the value of the dollar.
The duties of the Assistant Harbour Master are to assist the Harbour Master in his several functions as Harbour Master, Shipping Master, and Customs officer, and in the Registration of ships.
You will be required, if appointed, to give security to the extent of $3,000 in respect of the pecuniary responsibility attaching to your office.
Your salary will be $3,000 per annum.
You are to understand that your employment will be under the Colonial Government; that your emoluments will be paid solely from the funds of the Colony; and that the appointment will be subject to the Colonial Regulations in force for the time being, which are published in the annual "Colonial Office List," and can also be consulted in this office.
The Regulations (Nos. 81 to 96) specify the proceedings which are taken in a Colony when it is deemed necessary to suspend an officer with a view to his removal from the service; but you must also understand that you will hold the appointment subject to the pleasure of the Crown, and that the pleasure of the Crown that you should no longer hold it may be signified through the Secretary of State, in which case no special formalities are required.
