Mr. Lucas
Difficult to say. It was submitted.
"We cannot be certain that half pay for him during the voyage will be available for him unless we are prepared to make allowance to him to make up the difference.
Definitely mistreated then unless we garner to stop all Oliver's framing full when we know that the Taylor will be available from the date of sailing.

With reference to my telegram of the 14th inst., a transcript of which is enclosed, and to my despatch No.55 of the 10th ultimo, I have the honour to enclose copy of a minute by the Harbour Master on the subject of the vacant post of Assistant Harbour Master and of Mr. Alwyne Oliver's application to be appointed thereto.
Having inquired into the duties I am of opinion, as stated in my previous despatch, that the office of Assistant Harbour Master be continued.
I have seen Mr. Oliver who seems to be a most suitable person for the post, and as assistance to the Harbour Master is necessary, I have appointed him to be Acting Assistant Harbour Master pending the receipt of your approval of his permanent appointment to the vacancy, which I beg to recommend.
I have the honour to be,
The Right Honourable
JOSEPH CHAMBERLAIN, M.P.
&c., &c., &c.
Sir,
Your most obedient
Humble Servant,
Henry Arthur Blake
GOVERNOR, &c.
