For general information.
Whereas Kowloon has been leased under the instructions of the Emperor, and the boundary has been defined in accordance with the map sent by the Tsung-li Yamen, the following has been agreed with the Foreign Officials:
(1) The people are to be treated with exceptional kindness.
(2) Land cannot be bought by force.
(3) No graves in the leased territory shall ever be removed.
(4) The local habits shall be observed entirely.
