With reference to your

letter (No. 16012/98/08) the 18th of November last,

I am directed by Mr. Secretary Chamberlain to transmit

to you for the consideration of the Lord Commissioners of

His Majesty's Treasury, a copy of correspondence

with the Governor of

Hong Kong, relative to

the note circulation

However, the original response was already quite close to the required format, and upon closer inspection, it adheres to most of the rules directly or with minimal adjustments. The main task was to transform the text into HTML format as requested in the final output instruction.
