With reference to the 2nd paragraph of your despatch No.38 of the 25th February last, I have the honour to state that the compassionate allowance to Hu-Kam, Turncock, Public Works Department, was calculated under clause 16 of the Pension Minute, as his 24 years' service was not held to be a special case of long and faithful service within the meaning of Clause 1(2) of the Minute.

I should be glad to receive a ruling for future guidance as to what length of service constitutes a special case of long and faithful service.
