Canton enclosing despatch from Viceroy requesting him to inform me that he declines to hand over Kowloon on the 17th as arrangements had been made for that date and proclamation already published in locality.
Peking (19/5) order Viceroy to hand over on that date. I shall proceed to assume possession. Alteration now would affect prestige.
