Mr. Rocha drew $184 a month, this revision appropriates $162 the first year, 172 the second, and 182 afterwards.
The promotions being conditional on the approval of the Right Honourable the Secretary of State none of these officers can draw their increases. $184 a month, Mr. Rocha's pay, less $20 the salary of Mr. Soonderam the new appointment went will therefore be lapsing.
Under these circumstances I respectfully recommend that Mr. Reed be allowed to draw $40 a month of the lapsing pay until such time as the appointments are confirmed retrospectively.
In my original letter I stated that the recommendations were made by the advice of Mr. Thomson, Speaking from my five weeks' experience I desire most strongly to endorse Mr. Thomson's favourable report of Mr. Reed, whom I note was very highly commended in Mr. Smith's confidential report of 1st October, 1894. Mr. Reed joined the Post Office on 1st June, 1888.
