Mr. Ng Fuk Shang was promoted in 1896 by the terms of the recommendation of that Committee to be 2nd Clerk without receiving any advance in pay, that he has nearly completed 25 years' service, during which his character has been uniformly good, and that his pay as 2nd Clerk was $1,152 per annum, I have allowed an increase of $120 per annum on the proposed initial salary in this case.
